PAM to prohibit firms from holding passports – ‘Draft’ mandates permit to travel

KUWAIT CITY, Oct 4: The Public Authority for Manpower (PAM) plans to issue a decision which will strictly prohibit institutions and companies to hold onto the travel documents of their employees, reports Al-Shahed daily. The daily added, a passport or a travel document is the personal document of the holder and no one has the right to keep it except the holder.

A draft resolution in this regard is expected to be submitted to the Minister of Social Affairs and Labor and Minister of Planning and Development Hind Al- Subaih before the end of this month. The sources indicated the resolution also forbids the employee to leave the country without obtaining the approval of the sponsor and written travel permit from the Authority.

The sources added there shall be two separate official forms that should be filled as a precautionary step that will ensure that no manipulation is done with the travel permits. The sources added a worker who wishes to travel shall apply through the competent department,  through the sponsor or the authorized signatory or mandoub.

However in case of rejection by the sponsor, signatures of three — the investigator, section head and supervisor at the Disputes Department in PAM shall be considered approval for travel. The sources affirmed the complaints on travel permits shall be of urgent nature and will allow the worker to travel within 24 hours, particularly in emergency situations.
