‘Only when there is actual work’
KUWAIT CITY, Nov 26: Assistant Undersecretary for Financial Affairs at Ministry of Health Hisham Al-Dulaimi approved the “regulations” for working after the official working hours in all health facilities in the ministry, reports Al-Anba daily.
According to the regulations approved by Al- Dulaimi, working after the official working hours should only be when there is actual work, and it should not be during the leave days of the employee (doctor) who works on shifts.
Overtime period should not exceed four hours a day in the course of five days a week in hospitals and specialized medical centers, and three hours a day in seven days a week at primary healthcare centers.
The amount of overtime compensation is calculated based on the system of salary remuneration in accordance with the decision of Minister of Health, provided that the daily overtime to be paid to the employee does not exceed half of the daily average calculated on the basis of the comprehensive monthly salary during the official working hours.
When addressing the ministry regarding payment of overtime compensation, it should be in a written letter which should mention that the payment was awarded to the employee while on duty and not during their leave days of any kind, and they should not have received any reduction in working time and outside their shifts during the month they received the overtime dues.
In addition, attached with the list of disbursement of money should be a copy of the assignment letter of the employee in this regard. The regulations obliged the payroll of the assigned employees to be separate, along with the approval of the Civil Service Commission to assign them to work outside working hours.
