KUWAIT CITY, Dec 9: Minister of State for Municipal Affairs Walid Al-Jassem announced the launch of the new application ‘Municipality 139’, which allows the public to register complaints, send photos, and follow-up with a team from the Municipality in complete confidentiality to immediately deal and follow up on what has been sent (all incoming complaints), whether a complaint or a request, especially since the application will provide simple steps to register and basic points that start with adding the phone number, available requests, email, name of the report or complaint, and civil ID number.

Al-Jassem said during a press conference yesterday to launch the ‘Municipality 139’ application, which was held in the presence of the Kuwait Municipality Director-General, Eng Ahmad Al-Manfouhi, and a number of senior officials at the Municipality Tower that the idea was to reduce personal attendance and enhance cooperation with the public.

Al-Jassem added that the application works on the WhatsApp program and gives the public an effective means to file complaints related to the Municipality’s work, and enables the public to follow up and know who received the complaint or dealt with in the municipality and other concerned authorities, as the program has been prepared in cooperation with employees and officials.

This came from the desire of those concerned to work for the homeland and ‘self-giving’ as it is a pure technical work and will be under the followup and control of the services administration, the cleaning sector and the concerned authorities, indicating that the percentage of complaints received by the municipality through the “WhatsApp” service since last February during the corona crisis, was 75 percent of all complaints, equivalent to 90,000 complaints of different types. He explained the complaints are concerning problems that people face in the street.

This should be done in good faith otherwise it will lead nowhere. Minister Al-Jassem also emphasized that the application is the first technical phone application to transfer people from the office system to work from anywhere and from any geographical point away from the paper routine to enable the employee also to easily perform work, which is an interactive application rather than an inquiry.

As for malicious complaints, malicious behavior, it will be dealt with in a legal manner. The minister briefly reviewed a number of applications launched by the Municipality during the past months, namely ‘Kuwait funerals’ and ‘appointment reservation’ programs that were necessitated by the corona pandemic which are still in use. The minister also reviewed the attendance system that the Municipality has now adopted.
