‘Kuwaiti women can take care of their non-Kuwaiti children’

KUWAIT CITY, Jan 18: The Fatwa and Legislation Department has issued a decision which favors Kuwaiti women married to non-Kuwaiti men in taking care for their disabled children, reports Al-Rai daily.

The decision obliges the Public Institute for Social Security (PISS) to accept the retirement request of such women with full salary, provided the Public Authority for Disability Affairs (PADF) starts receiving applications next month.

According to official sources, the seven-year long debate finally culminated in giving the nod to the Law No. 8 of 2010, Article 42 of which gives the Kuwaiti working mother the ‘right’ to take care of a disabled non-Kuwaiti child.

The proposal was rejected by PISS on grounds the article did not apply to Kuwaiti women to take care of a non-Kuwaiti disabled person.

The source explained according to the decision the Fatwa and Legislation Department, PISS will meet the officials of the Public Authority for the Disabled Affairs next week to work out the modalities and ‘unblock’ the automated system between both sides.

The meeting will also set an appropriate mechanism to start receiving requests for retirement from Kuwaiti mothers who will devote their time to take care of their non-Kuwaiti disabled children, expected to be next February.
