Education sector bodies, CSC clash over supervisory ‘tasks

KUWAIT CITY, Feb 8: Once again, some of the new organizational structures in the Ministry of Education collided with Civil Service Commission regulations rejecting a proposal to introduce educational and technical supervision, which the Public Education Sector recently presented, reports Al-Qabas daily.

The daily quoting a source said the sector believes that monitoring is necessary and it’s determined to see the light. He revealed that the proposal was put forward by “Public Education” two years ago and rejected by the Department of Growth and Development affiliated to Administrative Sector after studying it lasted only a year due to several faults.

He pointed out that the Assistant Undersecretary for Public Education Osama Al-Sultan addressed a letter to himself, in his capacity as the Acting Assistant Undersecretary for Administrative Affairs and Administrative Development, over the proposal and referred it to the Director of Growth and Development to study it again and put it into effect.

It was equally referred to Head of the Administrative Organization Department to do the needful as a matter of urgency. In his letter, Al-Sultan indicated to himself, as then Acting Assistant Undersecretary for Administrative Affairs, the Public Education Sector was keen on achieving the requirements of continuous development and to keep abreast of technical and administrative developments from the reality of specialization and contact with the daily reality of work progress according to a strategic future outlook.

Al-Sultan emphasized determination of the public education sector to implement the proposal to raise career level of the Technical Follow-up Section to monitor educational and technical affairs as soon as possible.

The task of the Development Department will be to address technical or administrative observations that had marred the proposal and reformulate it to ensure the proposal is put into effect without obstacles. He expressed desire to respond positively to the administrative sector with the proposal and deal with it seriously, bypassing the slow state in studying the proposal. He pointed to a partial amendment to the proposal, with a view to accommodate the development management’s comments received on the first rejected proposal.
