Doctor, patient rights eyed – MPs focus on health

KUWAIT CITY, April 27: The Ministry of Health disclosed during the recent meeting of the parliamentary Human Rights Committee that the government is preparing a proposal to address issues concerning the rights of patients and doctors.

In the presence of the representatives of the ministry and some civil organizations, the committee discussed the KD50 health insurance proposal which will reduce pressure on hospitals and congestion of patients. The government mentioned that besides Kuwait Investment Authority (KIA), an undisclosed company is interested in the proposal and it has laid down a development plan for the construction of several hospitals and clinics within a certain period.

The committee also tackled the increase in medical fees, during which the ministry’s representatives explained that this decision was implemented in order to reduce pressure on emergency rooms in hospitals as clinics are now allowed to accept emergency cases.

Nonetheless, Committee Chairman MP Adel Al-Damkhi confirmed the need for further discussion to resolve the issue. On the other hand, Chairman of the Budgets and Final Accounts Committee MP Adnan Abdulsamad during deliberations on the finances of the Environment Public Authority (EPA) pointed out the conflict of interests between the Association Department and the Environment Protection Fund which was established under the umbrella of the High Council for Environmental Affairs to receive environmental violation fees and compensation as per law number 42/2014. Abdulsamad affirmed the United Nations approved compensation amounting to KD3 billion which has not been transferred to the fund, as the Association Department did not release the money and it even tried to hinder financial supervision.

The department it is connected to the United Nations but most of its expenditures are on management while the environmental projects are being neglected. EPA said it initiated a dialogue with the Fatwa and Legislation Department to resolve this conflict. The MP asserted that law number 42/2014 supersedes the Cabinet decree on the establishment of the Association Department.

He advised EPA to exercise its authority, exert more efforts to correct the issue and transfer all environmental affairs to its jurisdiction in accordance with the law.
