KUWAIT CITY, Sept 29: Municipal Council member Attorney Abdullah Al- Kandari has criticized what he calls as ‘disguised unemployment’ in some departments and emergency teams at Kuwait Municipality, alleging a number of employees are involved in this anomaly and they are benefitting from the corresponding incentive, reports Al-Rai daily. In a press statement, Al-Kandari called for the formation of a central department that includes all emergency teams in Municipality branches under the supervision of the director general of the Municipality. He said each department must implement an effective supervision mechanism to determine obstacles and errors which hinder efforts to improve performance at work.

Meanwhile, the Director General of Kuwait Municipality Engineer Ahmad Al-Subaih has asked the department of employee affairs to prepare the list of names of employees absent after the official Eid holiday specified by Civil Service Commission (CSC), reports Al-Rai daily. The daily quoting a source explained that Al-Subaih toured some departments in the Municipality to follow up the commitment of staff to duty, and he was surprised with the absence of employees. He recommended a committee with representatives from the Ministry of Health to review all sick leaves issued after Eid holiday. In the meantime, the Ministry of Public Works, Electricity and Water and the Public Authority for Housing Welfare (PAHW) continue to hurl accusations against each other regarding the provision of public services in new housing cities, reports Al- Seyassah daily.

The Ministry of Electricity holds the PAHW responsible for the electricity connection in the housing project in North Sulaibikhat, arguing that the area is still under the responsibility of the authority and no date has been specified for the connection of electricity there. On the other hand, a PAHW official has accused the Water Department of delaying the supply of water for schools in Sabah Al-Ahmad City.
