KUWAIT CITY, July 30: The Consulting Section in the Court of Cassation has dismissed a petition filed by the Ministry of Finance (MoF) against the decision of the Court of Appeals which ordered the ministry to refund KD 1,890,000 that it took from a citizen as erroneous charges. Attorney Qutaiba Al-Saed submitted a petition against the Finance Ministry and Kuwait Municipality, disclosing his client wanted to transfer the ownership of a land but he was surprised when the Ministry of Justice asked him to pay KD 1,890,000 deposit to the Ministry of Finance as a condition to transfer the ownership.

The lawyer stressed that his client already paid the aforementioned amount as charge for occupying the land in the last 10 years The lawyer added his client requested the Ministry of Electricity and Water to supply electricity and water to the house he intended to build on the piece of land.

The Municipality asked him to obtain approval from the Ministry of Electricity and Water before issuing the construction license.
