KUWAIT CITY, Dec 30: His Highness the Prime Minister Sheikh Sabah Khalid Al- Hamad Al-Sabah presided the weekly Cabinet meeting at Seif Palace on Monday, while the Deputy Prime Minister, Minister of Interior and State Minister for Cabinet Affairs Anas Khalid Nasser Al-Saleh addressed the press after the meeting.

Al-Saleh disclosed that the meeting started with the best of New Year 2020 wishes to His Highness the Amir Sheikh Sabah Al-Ahmad Al-Sabah, His Highness the Crown Prince Sheikh Nawaf Al-Ahmad Al-Sabah and all citizens of Kuwait.

They prayed that the year would be full of prosperity, progress and peace for Kuwait, Arab and Muslim countries. The meeting listened to detailed information conveyed by the Minister of Foreign Affairs Dr Ahmad Nasser Al-Mohammad Al-Sabah, and Minister of OIL, Electricity and Water Dr Khalid Ali Mohammad Al-Fadhil concerning the outcome of visit of the Saudi Minister of Energy Prince Abdul-Aziz Bin Salman Al-Saud to the country last week. It was during the visit the two countries signed an agreement on the joint project at the neutral zone, while Kuwait and Saudi Arabia signed another memorandum of understanding (MoU) on the exploration of oil procedures from both sides.

Cabinet expressed profound appreciation and gratitude over the historic moment, which occurred in Kuwait on the 27th of Rabi’ Al- Akhir 1441, corresponding to 24th December, 2019. They reasoned that signing of the pact exemplifies excellent relations between the two sisterly nations, especially as it affirms strong belief in the unity of purpose and fate that has existed for ages between the leadership and citizens of both countries.

Meanwhile, the Cabinet expressed commitment to the mechanism of following-up operation of gigantic projects such as Jahra Medical City. It was at that point the Minister of Health Sheikh Basel Al-Sabah intimated the Cabinet with procedures taken by the joint committee to coordinate and follow-up management of the city. He pointed to strong collaboration with the Diwan Amiri and Ministry of Finance in studying quotations offered by several specialized institutions to manage and operate the hospital. He reaffirmed that they have agreed on the best offer from the National University of Seoul, which met the laid down specifications, noting the agreement will be signed between Kuwait and South Korea governments.

Furthermore, the Cabinet eulogized late Abdul-Latef Faisal Al- Thuwaini who died last Thursday. They prayed that Allah the Almighty grant him Jannat Al-Fordous and give his family fortitude to bear the loss. The Cabinet accepted the donation from Fouad Mohammad Thunyan Al-Ghanim to establish an integrated center for CT scan, ultrasound, as well as surgical and ICU center for children.

They appreciated this commendable initiative in an expression of diligent values toward the beloved country for which Kuwaitis are known. Cabinet expressed appreciation and discussed affairs of the National Assembly, and then examined the letter of acting Speaker of the National Assembly, to which grilling submitted by MP Adel Al-Damkhi against the Minister of Social Affairs in pursuant to the provisions of Article (135) of the internal regulations of the National Assembly, is attached.

This grilling will be on the agenda of the upcoming session. It also discussed items mentioned in the grilling in a bid to determine its various constitutional and legal aspects and the extent of its response to the provisions of the Constitution and regulations of the internal affairs of the National Assembly.

Also discussed at the meeting were the relevant Constitutional Court rulings in regard to regulations and procedures. It concluded by affirming that interpellation is a right guaranteed by the constitution to every member of the National Assembly to confirm government’s commitment and absolute belief in democracy in the interest of the country, and it embodies cohesion and national unityin words and deeds, among members of the Kuwaiti family.

It also discussed political affairs in light of reports related to all current developments in the political arena at the Arab and international levels.

In this regard, the Cabinet expressed sincere condolences and sympathy to the following: His Excellency President Abdel Fattah El- Sisi – President of the Arab Republic of Egypt on the road accident at Port Said Damietta, and to His Excellency President Goku Widodo – President of the Republic of Indonesia due to an accident that occurred in the southern Indonesian island of Sumatra, which resulted in dozens of casualties and injuries.

The Cabinet also praised the efforts exerted by the Saudi security forces, which resulted in foiling a terrorist operation in Dammam recently, affirming the State of Kuwait stands with the Kingdom of Saudi Arabia and supports all measures taken to maintain its security and stability. Meanwhile, Cabinet condemned the missile attack launched by the Houthi forces on a military parade in the Dhali area of the Republic of Yemen, which resulted in the killing and wounding of soldiers and civilians. The cabinet once again affirmed the position of the State of Kuwait, which rejects terrorism. The Cabinet also expressed strong condemnation of the terrorist attack that targeted a military site in the Som (region) of northern Burkina Faso, which resulted in dozens of military and civilian deaths and injuries.

The cabinet also condemned the two stabbing incidents near a New York synagogue and gunfire inside a church in Texas where several people were injured, in addition to the terrorist bombing that targeted a checkpoint in Mogadishu last Saturday, which killed a large number of people and injured scores of them.

The Cabinet stressed the consistent position of the State of Kuwait in rejecting acts of violence and terrorism in all its forms, whatever the motive and objective, indicating the country is incompatible with all religions, human values and norms that target the souls of the faithful.

Again, the cabinet expressed deep sorrow and regret in the wake of Typhoon (Fanfon), which struck the Philippines last Wednesday and resulted in a number of casualties and injuries. The Cabinet also expressed condolences to His Excellency President Abdel Majid Taboun of the People’s Democratic Republic of Algeria on the death of the Deputy Minister of Defense, the Algerian Chief of Staff, Qaid Saleh, recalling his prominent role in the struggle for Algeria to obtain security and stability, asking Almighty Allah to have mercy on his soul and grant his parents patience and solace.

The Cabinet expressed condolences to His Excellency President Qasim Gomart Tokayev, President of the Republic of Kazakhstan, for the recent crash of the Kazakh passenger plane, which resulted in the death and injury of a number of passengers.
