Bill bid to broaden public assistance

KUWAIT CITY, July 13: MP Saleh Ahmad Ashour has presented a draft bill to amend Public Assistance Law No. 12/2011 in order to include more beneficiaries especially the Kuwaiti women married to non-Kuwaitis.

Article One of the bill stipulates amending the second paragraph (b) of Article Three to read as follows: “Kuwaiti women married to non-Kuwaitis or Bedouns should be granted financial assistance such as housing, children and social allowances.” Article Two states adding a paragraph (c) to the same article as follows: “A married Kuwaiti woman who reached 40 years old is entitled to assistance unless it is proven that she has steady income.”

Article Three amends Article 14 stating: “The ministry can merge those who deserve assistance with those in the social or health care homes, such that the payment of assistance shall continue throughout their period of study and until they get a permanent job.” In the explanatory note of his proposal, the lawmaker explained that Decree No. 23/2013 stipulates entitlement, assessment and linking of public assistance to include several categories of Kuwaitis but the last paragraph of the fi rst article for married Kuwaiti women states that assistance will be granted only once they turn 55 years old.
