Why are Palestinian non-graduates above 60’s exempted from paying fees?

Why such discrimination with other nationalities?

KUWAIT CITY, Jan 30: We have been repeatedly asking the Public Authority for Manpower why the Palestinians are exempted from paying fees? Equality is when justice is done to all. We mean exempting Palestinians from paying the fees that PAM requires the non-graduate expatriates 60 years old and above to pay when renewing the residence permit is a kind of discrimination that is neither acceptable by the expatriates nor the people of Kuwait.

Oh, the Public Authority for Manpower, stop this unnecessary injustice, especially since we know neither the Palestinians nor other workers will pay these fees, but the one who will pay is the employer. Zahed Matar, Arab Times
