‘Verify buyer’s identity before selling e-cards’

KUWAIT CITY, Dec 7: The Ministry of Commerce and Industry has instructed companies and institutions that operate websites and applications selling electronic cards and top-ups to verify buyers’ identities before completing any sale, in accordance with the Ministerial Decision No. 243/2024.

According to informed sources, the measure aims to enhance oversight of these platforms and prevent potential manipulation by sellers. The decision regulates the sale of electronic products in Kuwait, requiring companies and institutions with such websites to implement specific controls and standards for online transactions involving items such as iTunes cards, mobile phone credit, and other top-up products. Violators of the decision are subject to penalties stipulated in Decree Law No. 10/1979 on supervision of trade in goods and services, as well as the laws governing commercial licenses and companies.
