US House Passes Russia-Iran Sanctions Bill, Sends It to Trump

WASHINGTON, Sep 17:  The US House of Representatives on Wednesday passed a sweeping sanctions and tariff bill targeting Russia and extending sanctions on Iran, sending the legislation to President Donald Trump for his signature.

The House approved the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by a vote of 262-159, with 58 Democrats joining Republicans in supporting the measure and seven Republicans voting against it.

The Senate passed the legislation 86-11 in August, after more than a year of negotiations led by the late Senator Lindsey Graham of South Carolina. The bill was subsequently renamed in his honor.

The legislation would give the president authority to impose tariffs of up to 100% on the five largest purchasers of Russian oil or natural gas, subject to exemptions and other conditions. It also provides for sanctions targeting Russian President Vladimir Putin, senior government officials, oligarchs, banks and other financial institutions.

At Trump's request, the measure also extends sanctions on Iran's energy and weapons sectors. The president would have authority to waive the sanctions under specified conditions if he determines that doing so is in the US national interest.

The bill now goes to Trump, who is expected to sign it into law.

The legislation comes as Washington seeks to increase economic pressure on Moscow over its war in Ukraine, while the Iran-related provisions add further US sanctions targeting Tehran's energy and weapons sectors.
