Transfer Window Closes as 27,141 Expat Workers in Kuwait Switch Sectors

KUWAIT CITY: Kuwait’s Public Authority for Manpower (PAM) announced the end of the grace period allowing the transfer of workers from sectors previously subject to transfer restrictions, confirming that 27,141 expatriate workers benefited from the measure.

The grace period, implemented under Ministerial Resolution No. 2 of 2026, was in effect from May 1 to June 30, 2026.

PAM said the small and medium enterprises sector recorded the highest number of transfer requests, accounting for 16,048 workers. It was followed by:

  • Agricultural sector: 4,460 workers
  • Industrial sector: 3,300 workers
  • Grazing sector: 3,087 workers
  • Fishing sector: 246 workers

The authority said the figures demonstrate the success of the decision in addressing labor market needs and supporting market stability. It added that the measure aligns with government directives aimed at serving the public interest, improving labor market regulation, and enhancing flexibility to meet development requirements.

PAM noted that the initiative is part of broader efforts to increase the efficiency of workforce management and ensure that labor resources are distributed in line with the country’s economic priorities.
