KUWAIT CITY, Mar 29: The General Traffic Department has announced that it will start receiving owners of vehicles from Monday 30th Mar from 8 am till 1pm to complete procedures whose vehicles has been seized at the department of investigating violations of the Capital Governorate (Al Asimah ) only
