Telecom towers in Kuwait spark questions

KUWAIT CITY, Sept 10: Municipal Council member Dr. Hassan Kamal on Tuesday submitted questions to the executive body regarding the commitment to implement Table No. 17 of the Construction Regulations. Kamal pointed out that “the ministerial resolution regarding Table No. 17 on the regulation of construction works and the attached tables related to the special requirements and specifications was issued in January 2024, particularly the establishment of public radio communication stations in various parts of the country.

The locations where telecommunications stations, towers, and antennas may be installed, as well as those where they may not, were identified, along with the related conditions and controls. Paragraph Three of Article Three (Sites) specifies the locations where communication stations, towers or antennas may not be installed, including plots and private and model housing buildings.” He said Article Nine states that “the status of existing stations, communication towers and antennas (permanent and temporary)— in violation of the provisions of the table—shall be corrected within a maximum period of one and a half years from the date of publication of the ministerial decision in the official gazette, ‘Kuwait Al-Youm’, provided an additional period of six months is granted to companies, which demonstrated seriousness in implementing the regulations during the year and a half initial grace period… etc.”

He added, “20 months have passed from the date of the publication of the ministerial decision. How committed are the Kuwait Municipality and Public Authority for Communications to implement Articles Three and Nine of Table No. 17? What measures have they taken to implement Article Nine, which pertains to correcting the status of existing communication stations and towers, in violation of the provisions of the table? Please provide proof of this.” While pointing out the installation of new communication towers on plots and model housing buildings in some areas, in contravention of the provisions of Table No. 17, he asked, “How were these towers licensed by the Municipality, the Authority, and the Ministry of Health? Are there any obstacles to the implementation of Table No. 17 by the Kuwait Municipality or other government agencies?” He then stressed the need for the executive body to adhere to the deadline for responding to the questions of Municipal Council members, as per Law No.
