KUWAIT CITY, March 19: Deputy Prime Minister and Minister of State for Cabinet Affairs, Sharida Al-Maousherji, stated that 252 supervisory employees were found to have failed to apply for equivalence of their academic qualifications, and that the necessary measures are being taken with their respective employers, reports Al-Seyassah daily.
He issued this statement following a meeting of the Committee for Examining Academic Qualifications of Public and Private Sector Employees on Wednesday, which was also attended by the Minister of Higher Education and Scientific Research, Dr. Nader Al-Jalal. Minister Al-Maousherji explained that the equivalence of 548 supervisory employees has been completed and issued. Necessary measures are being taken regarding 15 supervisory employees whose equivalence applications were rejected.
The committee will refer any employee who fails to amend or update their academic qualification data, or who does not apply for equivalence when requested by the committee, for legal accountability. The meeting reviewed the results of the committee’s notifications sent via the Sahel application to update employees’ educational qualifications, ensuring the continuity of their financial and employment rights.
A total of 144,420 notifications had been sent to employees in 23 government entities during the period between January 5 and February 9 as an initial tally. Work is currently underway to complete the process for the remaining entities. The data of 33,829 employees who received notifications has been updated on the integrated systems. Minister Al-Maousherji urged the committee to diligently follow up with entities that have not yet updated their employees’ data to ensure the completion of educational qualification updates for all employees in both the public and private sectors.
This is essential due to the importance and accuracy of this data and to enable the committee to complete its work. He highlighted that some entities were granted additional time because of the current circumstances in the country, with the understanding that this would not delay the committee’s work. Minister Al-Maousherji explained that the committee’s proposal to the Civil Service Commission (CSC), aimed at reinforcing the principles of governance and equal opportunity in filling supervisory positions such as Head of Department, Supervisor, Director of Administration, or Director General was adopted.
The proposal requires CSC to circulate a memo to all entities subject to the Civil Service Law and Regulations, mandating that candidates for these positions submit updated documentation confirming the equivalency of their academic qualifications obtained outside the State of Kuwait and their accreditation by the Ministry of Higher Education. He commended the work of the committee and its subcommittees from CSC, the Ministry of Higher Education, and the Public Authority for Manpower, urging the entities to continue monitoring their progress, submitting regular reports, and promptly reporting any instances of negligence by either the entities or their employees.
