KUWAIT CITY, Feb 12: The Civil Service Commission (CSC) has requested the fingerprint attendance records of directors, observers, and heads of departments in the Ministry of Education “to use as a guide for the evaluation of their candidacy for leadership positions”, reports Al-Anba daily quoting a reliable source. According to the source, this step is crucial in either moving forward with the promotion or canceling it once it is proven that one of the conditions is not met to ensure justice for everyone. Meanwhile, the source denied the alleged plan to deduct salaries.
Still, CSC Director Dr Issam Al-Rubaian issued two circulars, the first of which calls on all employees to adhere to the official working hours, while the direct supervisor must monitor the employees’ attendance at work and the next superior must follow it up. It also mandated the Inspection and Audit Office to conduct routine, announced and professional visits to the workplaces in coordination with the managers and direct superiors to guarantee strict compliance with the working hours regulation and a note should be left on the concerned employee’s office in case of absence. The employee and his direct supervisor must respond to this note and confirm the employee’s presence at the workplace. The second circular is on compliance of the departments and sectors with the mandates assigned to each of them by the approved organizational structure.
It states the following: “Given the administrative, regulatory and legal implications of the bulletins issued by the sectors and departments about the need for each sector and department to adhere to the limits of the specializations approved and assigned to them following the organizational structure of the CSC and in the interest of work, all those occupying leadership positions are requested to take into account the following: - Each sector and department shall be restricted within the limits of its jurisdiction to prevent overlapping. - It is not permissible to cancel a letter issued by the CSC regarding a specific sector or department by another sector or department. - The Director and the Undersecretary of the CSC have the authority to cancel the bulletins issued by various sectors and departments.”
