Shaddadiyah sites okayed for expat worker housing

KUWAIT CITY, Jan 27: The Municipal Council, chaired by Abdullah Al-Muhairi, held an extraordinary session on Monday, during which it approved the following:

- Request of the Ministry of Public Works to expand the Kabad wastewater treatment plant. This expansion involves allocating a new area for the plant in Block 12 of the Sulaibiya Agricultural Area, which is part of a Memorandum of Understanding between the Ministry and China’s National Development and Reform Commission for cooperation on wastewater treatment infrastructure.

- Letter of Minister of State for Municipal Affairs Abdullatif Al-Mashari for the Ministry of Education to submit a traffic study for sites designated for private schools relocating from private residential areas. This relocation is scheduled for the end of the 2027/2028 academic year. The traffic study requirement was deemed necessary after the Ministry of Interior rejected some initial sites due to concerns about potential traffic congestion from establishing schools there.

The Municipal Council, in conjunction with the Minister of Municipal Affairs, has reaffirmed the decision to relocate private schools currently situated in residential areas. Engineer Manal Al-Asfour, Director General of the Municipality, confirmed that this longstanding decision remains in effect.

A key condition for private schools to move to the 12 sites designated by the Municipality for the Ministry of Education is the successful completion of a comprehensive traffic study before any construction can commence.

In light of the Ministry of Interior’s objections to some of the proposed locations, the Municipality has pledged to secure and provide alternative sites to the Ministry of Education. The entire relocation process is slated for completion before the conclusion of the 2027/2028 academic year. In addition to the school relocation mandate, the Council gave the green light to several other significant requests. The Ministry of Finance received approval to amend a previous Council decision concerning expatriate worker housing.

This amendment allows for the allocation of three sites in Shaddadiyah in Ahmadi Governorate for the construction of residential complexes for expatriate workers, in compliance with Cabinet Resolution No. 878. The Council also approved three important infrastructure requests from the Ministry of Electricity, Water and Renewable Energy.

These approvals include the allocation of a water service route essential for supplying the Google Cloud data center in Mutlaa City, allocation of a second water service route in Sulaibiya Industrial Area (Block One), and allocation of an underground cable route to supply Substation No. One in South Mutlaa. The Council announced the approval of several requests from various government entities, alongside a final decision on urban planning reorganization. This included the allocation of the Ras Al-Qaid site on Bubiyan Island to the Ministry of Defense. Kuwait National Petroleum Company (KNPC) was granted an amendment to a Municipal Affairs Committee decision concerning the petroleum product tanker depot in Subhan, specifically to allow the addition of an administrative building.

Furthermore, the Public Authority for Roads and Transportation (PART) obtained approval for the expansion of the public surface parking area in Sabah Al-Salem, Block Two. At the same time, the Ministry of Foreign Affairs received approval for the reorganization of a section of Block One in the Diplomatic Quarter. The Council also granted final approval for the reorganization of plots One, Two, Three and Four of Plan No. 39544 in Qibla, Kuwait City.
