Ministry’s reliance on manual filing system faulted

KUWAIT CITY, Nov 13: The report for the 2020/2021 fiscal year issued by the State Audit Bureau for the Ministry of Communications revealed the existence of flaws in the oversight of wages and settlements of the postal sector, which may lead to the loss of dues, reports Al-Rai daily. The bureau highlighted the persisting oversight failure to account for the ministry’s dues and settle its accounts for air mail, and its dues on the postal administrations in foreign countries on a timely basis. It stressed the lack of coordination with the accounts control department to prove those dues on account of the debts owed to the government. The bureau said this phenomenon is considered to be in violation of the revenue clause No. 10 of the regulations governing execution of the budget and the organizational terms of reference to monitor wages and settlements, which leads to loss of the ministry’s dues.

The State Audit Bureau had referred to this note in its report for the previous fiscal year, as it was found upon audit and review that the wages and settlements control continued not to account for the ministry’s entitlements and to settle its airmail accounts (letters and claims from 2018 to date), and that the legal period for claiming the ministry’s entitlements for airmail service fees are six months after the end of each quarter, which leads to the loss of the ministry’s right to claim its dues, and the loss of revenues that could have been collected. It affirmed the continued failure to use latest technology to link wages control and settlements with the rest of the relevant departments, and the ministry’s reliance on the manual filing system, which may expose those data to damage or loss in violation of circular No. 7/2001 regarding the archives list.

The bureau highlighted the lack of serious follow-up procedures stipulated in clause No. 8 of the Article No. 10 concerning archives, which sanctions the deposit of data in special storage containers, and the use of latest technology to save data for ease of extraction and preservation from degeneration. It stated in the accounting report that the transfer of wages control and settlements from the Finance Sector to the Postal Sector during the 2020/2021 fiscal year according to the new organizational structure of the ministry, without transferring jurisdiction to the Postal Sector, caused business confusion, indicating that the new organizational structure was not fully activated.
