KUWAIT CITY, Oct 14: The Audit Bureau has given the Ministry of Public Works the green light to begin road maintenance, allowing the ministry to enter contracts with companies awarded eighteen road repair practices. This initiative comes as part of a collaboration with the Central Agency for Public Tenders.
Informed sources reveal that the ministry is expected to finalize contracts with the successful companies before the end of this month, with road maintenance work anticipated to commence by the middle of next month at the latest.
The Audit Bureau has outlined several conditions that must be met for contracting with companies. Key conditions include:
Accounting protocol: Payments will be determined based on the actual quantities executed for each work order. The ministry must ensure that sufficient quantities of bitumen are available for paving throughout the contract period. This includes addressing the needs of all road maintenance contracts, whether sourced locally or externally, to prevent financial or time-related claims arising from bitumen scarcity.
Traffic flow management: Measures must be implemented to ensure that traffic flow is not obstructed during the execution of the eighteen road maintenance contracts.
Supervision measures: The ministry will oversee all road maintenance contract works, ensuring adherence to a specific plan that complies with the terms and specifications to guarantee health and safety.
Contract schedule preparation: Contractors are required to develop a master schedule in coordination with the ministry, prioritizing the most damaged locations following all necessary assessments.
Non-duplication of work: It is essential that there is no duplication or overlap with any work related to current or future contracts during the execution of the road maintenance practices under investigation.
