Residence expired before March are prohibited from altering the status

KUWAIT CITY, Apr 17: A security source confirmed that any expatriate whose stay ended in February and did not amend his legal status and did not renew his residency they have become illegal and would not allow them to renew residency in the country. They should take advantage of the amnesty granted by the Deputy Prime Minister and Minister of Interior and travel back to their country, by doing so can take advantage of the privileges which are offered currently.

Residence which have not been renewed before March have been blocked on the system and cannot be renewed, only option is they must leave the country in order to be avoid blacklisted in Kuwait and GCC countries for a period of 5 years.
