Residence Card instead of Civil ID card for Expats

KUWAIT CITY, Jan 21: Based on several study the Ministry of Interior has developed a comprehensive plan for a project with an aim to cancel Civil IDs for expats and limiting it to only Kuwaiti citizens.


The Residency affairs aims to issue a special magnetic card for the expats in Kuwait which will contain all his/her data which will be used in all state ministries and agencies to deal with it formally and thus end use of Civil ID card.
The Residency Affairs department of the Ministry of Interior issues residency and grants visas to expats. Comprehensive study has been done in this regard as many countries in the world issue their residents such cards called Resident Cards which include all data. 

The first step is to limit the civil ID cards only to Kuwaiti citizens, this will reduce congestion at the Public Authority for Civil Information office. Around 30 million cards have been issued to expats since PACI was established, reports Al Rai. The perception was developed based on several data and experiences. Expats who permanently leave Kuwait or have cancelled their residence and leave abroad misuse the Civil ID card which is generally in their possession. 
The Residence Cards which will be issued by the residency affairs will be linked to the residents presence in the country and when he leaves Kuwait permanently it will be cancelled immediately and will be invalid outside Kuwait as it will not have the same features of Civil ID card.
