KUWAIT CITY, Jan 23: Kuwait’s Public Prosecution has launched an extensive and high-level investigation into the industrial services area project in West Abu Fatira, following serious suspicions surrounding the contracting and execution of the project that may have caused damage to public funds and state-owned real estate.
Attorney General Counselor Saad Al-Safran has issued immediate directives to form a specialized investigation team in the Capital Governorate to examine all technical and legal aspects of the case. The move comes after a report received on December 9 raised grave concerns over the integrity of project procedures and compliance with approved development frameworks.
In a statement issued on Friday, the Public Prosecution said urgent precautionary measures were taken, including orders to prevent the disposal of all vouchers related to the project and to freeze funds linked to the accused. Several travel bans have also been imposed, along with the issuance of international arrest warrants, to prevent interference with evidence or the movement of suspected funds.
The scope of the investigation is broad, encompassing suspicions of gross damage to public funds, unlawful seizure of state property, forgery of official documents, illicit enrichment, and money laundering. Authorities are also examining potential violations related to the national development plan, expropriation compensation systems, contractual integrity, oversight mechanisms, and any resulting financial harm, in addition to technical and environmental issues tied to the project’s infrastructure works.
To complete the technical assessment, the Prosecution has ordered the formation of a specialized engineering committee to evaluate infrastructure execution, determine completion rates, and verify whether the sewage treatment plant was designed and implemented in accordance with contractual specifications. The committee will also inventory works carried out by the state in place of the investor, under direct prosecutorial supervision.
Additionally, a joint committee headed by the State Property Administration has been tasked with conducting a field survey of the project area to identify any surveying violations, changes in plot locations, and discrepancies in allocated land. The committee will also determine the number and status of plots designated for municipal handover, the manner in which they were disposed of, and the legal grounds governing those actions.
The Public Prosecution emphasized that investigations are being conducted in strict accordance with the law, to uncover the full truth and determine accountability without compromising the guarantees of justice or the rights of any party. It reaffirmed that safeguarding public funds, protecting the public interest, and upholding the rule of law remain uncompromising national priorities.
