KUWAIT CITY, Oct 22: As part of government efforts to monitor and address delayed salary payments, the Public Authority for Manpower (PAM) launched an electronic linkage mechanism with the Central Bank of Kuwait’s Wage Protection System (WPS). Under this new framework, companies must transfer monthly salaries for at least 90 percent of their total registered workforce, in addition to ensuring the payment of salaries for all registered workers for the most recent month.
The authority stated that non-compliance with either requirement will restrict various services provided to the company. These restrictions include issuing work permits and authorizations (excluding renewals), registering government contracts, assessing labor requirements, issuing certificates for official approvals and tenders, and registering company-owned vehicles. Regarding the electronic linkage mechanism, PAM explained that the process begins with the employer submitting their salary file to their bank.
The bank then transmits the data to PAM through the WPS, which ensures the information matches the records of the registered employees of the company. Once verified, the payment is approved, the bank executes the transaction, and the results are transmitted electronically back to the authority. PAM indicated that this electronic system validates salary data before disbursement, eliminates manual correspondence between banks, and provides the authority with electronic access to salary transfer results. This will guarantee the rapid identification of instances when companies fail to adhere to salary payment regulations
