PAI sets up stakeholder grievance committee

KUWAIT CITY, Dec 28: Minister of Commerce and Industry and Chairman of the Board of Directors of the Public Authority for Industry (PAI) Khalifa Al- Ajeel formed a grievance committee emanating from the Board of Directors of PAI, indicating its responsibilities include adjudicating grievances submitted by stakeholders in accordance with the Industry Law, its executive regulations and their amendments.

Ministerial Decree No. 54/2025, published in the official gazette, ‘Kuwait Al-Youm’, on Sunday, stipulates the formation of the committee with five representatives from Kuwait Municipality, Kuwait General Administration of Customs (KGAC) and the industrial sector, in addition to the director general of PAI.

The decree indicates that the committee members are selected based on their qualifications and job titles, not their personal status, and that the chairman and vice chairman will be chosen from among its members at the first meeting. The decision, comprising 15 articles, assigned the director general of PAI—who also serves as committee rapporteur—to oversee the work of the committee’s secretariat. This includes preparing the draft agenda, recording minutes of meetings, coordinating the necessary procedures for committee meetings, and communicating committee decisions to relevant departments and stakeholders.

In another decision, Al-Ajeel reactivated the Standing Committee of PAI under the name, “Standing Committee for the Appointment of Conformity Assessment Bodies.” This committee is chaired by the director of the Accreditation Affairs Department and consists of nine representatives from PAI and the Ministry of Commerce and Industry.

According to Ministerial Decision No. 57/2025, following are the tasks of the committee:

- Establish minimum standards and requirements for evaluating and appointing conformity assessment bodies—inspection and certification bodies for products, laboratories and other related entities—to carry out the activities necessary to implement the requirements of technical regulations and appointment documents.

- Review and update appointment regulations and guidelines.

- Study applications and documents submitted by conformity assessment bodies.

The director general of PAI also issued a decision to close seven industrial plots in Al-Rai, because their owners committed serious violations, such as non-compliance with safety conditions, dilapidated buildings, obstacles at emergency exits, obstacles in firefighting equipment, and industrial licensing conditions.

The Authority gave the violators one month to remove the violations, and confirmed that more severe penalties will be imposed if the violations are not removed within the specified period.
