Too hot to toil - Kuwait enforces midday outdoor labor ban
Kuwait’s midday outdoor work ban takes effect to prevent heat-related risks for workers.

KUWAIT CITY, May 31: Following Decision No. 535/2015 issued by the Public Authority for Manpower (PAM), the ban on employing workers in open outdoor areas during midday hours, from 11:00 am to 4:00 pm, will take effect starting Sunday and remain in place until the end of August 2025. Acting Director General of the Public Authority for Manpower (PAM) Marzouq Al-Otaibi explained that inspection teams will monitor the enforcement of the decision through surprise visits to worksites, document violations and take legal action against offenders.
The purpose of the midday work ban is to regulate working conditions, not to reduce working hours. He stressed the importance of ensuring that ongoing projects are not adversely affected. Al-Otaibi emphasized that the implementation of this decision over the past years has been widely accepted and well-received by many companies in various sectors. He stressed that the ban serves the public interest and is in line with Kuwait’s commitment to upholding international labor standards during midday hours. Al-Otaibi also urged the public to report any violations of the midday work ban by calling the number 24936192, so that appropriate action can be taken.
