OAPEC’s Climate Strategy Unveiled: Setting the Stage for COP28 in Kuwait

The 30th meeting of environmental and climate change experts in OAPEC

KUWAIT CITY, Nov 14, (KUNA): The Organization of Arab Petroleum Exporting Countries (OAPEC) said that the 30th meeting of environment and climate change experts in the organization discussed preparation, coordination and crystallization of Arab negotiating positions during the annual meeting of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), which will be held in the UAE at the end of this November. OAPEC explained in a press statement today, that the 30th meeting of environment and climate change experts was held yesterday, Monday, at the headquarters of the Organization’s General Secretariat in the State of Kuwait, in which representatives of the organization’s member states and representatives of the General Secretariat of the League of Arab States (the Technical Secretariat of the Council of Arab Ministers Responsible for Environmental Affairs) participated.

The statement quoted Secretary-General of OAPEC, Jamal Al-Loughani, as saying during the meeting that holding these coordination meetings comes before the annual meeting of the Conference of the Parties (COP28), as it was devoted to discussing topics that require coordination, especially with regard to the work of the committees and working groups concerned with the Paris Agreement. Al-Loughani stated that this is the second session of the conference, which is being held in succession in two Arab member states of the organization “amid extremely delicate and ”important economic and strategic circumstances. He stated that in light of the developments in the positions of countries, groups and international blocs regarding the progress of the negotiations and the global economic situation, this matter may cast a shadow on the progress of the negotiations during the conference.

He added that the four pillars of the Conference of the Parties (COP28) previously announced by its President Ahmed Al Jaber are to accelerate the process of just, equitable and responsible energy transition, reduce emissions before 2030, and transform the path of climate financing, in addition to mobilizing efforts and emphasizing the principle of shared responsibility. Al-Loughani stressed that the outcomes of COP28 will be consistent with the principles of the Convention and the Paris Agreement, pointing out the importance of the conference’s outcomes being consistent with the United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, and regional and national circumstances and priorities.
