Now, Lawyers Need To Submit Cases Online, No Paperwork

KUWAIT CITY, May 3: The Enforcement General Department at the Ministry of Justice issued an administrative circular to stop accepting paper submissions from lawyers and require electronic submission through the ‘Remote Enforcement’ system, effective Sunday. This organizational step is aimed at expediting procedures and improving performance efficiency. Circular No. 7/2026, issued by the Enforcement General Department Director Counselor Abdullah Yousef Al-Qasimi, is based on Ministerial Resolution No. 104/2002 on the reorganization of the department and a letter from the assistant undersecretary for Technical and Administrative Affairs dated April 30, in line with ongoing efforts to develop the judicial work environment and enhance digital transformation. The circular instructs lawyers to submit requests under the title, “Letter Addressed to the Enforcement Department,” through the electronic system.

It stipulates that the secretaries in the department and its branches in the governorates must forward these requests immediately to the director of the department and the enforcement judges, using the approved systems for viewing, retrieving and printing documents. The circular exempts cases based on the degree of necessity and urgency, authorizing the director of the department and the enforcement judges to accept paper submissions only in such cases, ensuring flexibility in dealing with emergencies. The department confirmed that the circular was distributed the heads of enforcement departments, judges, department directors, and employees to unify procedures and speed up the work cycle within the executive system
