KUWAIT CITY, Feb 22: Assistant Undersecretary for Educational Affairs Eng. Hamad Abdullah Al-Hamad issued a set of procedures and instructions to ensure a stable learning environment and the continuation of studies in accordance with the approved plans and the directives of Minister of Education Eng. Sayed Jalal Al-Tabtabaie. In a press statement, the Education Ministry revealed these measures aim to instill discipline in schools, maintain high attendance rates, and monitor the implementation of educational regulations.

He affirmed that these measures were communicated to the educational affairs departments in all educational districts, as well as the General Directorate of Religious Education and the Directorate of Special Education. It added that the goal is to ensure the smooth operation of the educational process.

The following are the measures:

1. Conduct short quizzes and various assessment tools on Sundays, Mondays, Tuesdays and Thursdays, with strict adherence to accurate and transparent grading, and to encourage active student participation.

2. Implement the curricula timeline and use the best teaching methods to encourage positive interaction, attendance and participation of students.

3. Strictly adhere to attendance policies through continuous monitoring of attendance rates and constructive communication with parents whenever necessary, in a way that strengthens partnership and serves the best interests of the student.

4. Only sick leave certificates issued by government hospitals will be accepted during the specified days. Daily statistics on absence rates must be submitted to the educational affairs departments in their respective educational districts no later than the end of the official workday each day to ensure daily monitoring and the implementation of necessary measures.

5. The principle of fairness among students will be upheld by prohibiting the re-administration of short tests for students who miss them. Absences will be handled according to the regulations and procedures in place at the Ministry of Education.

6. The evaluation process for school administrations will be linked to student attendance and absence rates, as these are indicators of excellence in school performance and reflect the efficiency and effectiveness of school administration in promoting discipline.

7. Educational affairs directors will take the necessary measures, in accordance with the established regulations, which may include referral for investigation if any practices are found to be a violation of the regulations governing educational work on student absence.

8. Educational affairs departments will continue to conduct field visits to monitor the regularity of classes at all educational levels. In this context, the ministry emphasized the importance of adhering to the approved educational calendar, which sets the school days to ensure the completion of the curriculum as per the established timeline.

This ensures the continuity of the educational process, improves the academic performance of students, and prevents learning gaps that could affect their academic progress. It also stressed the necessity for school administrations to monitor the implementation of the curricula approved by the General Directorate of Guidance, Research and Curricula, and to maintain the continuity of the educational process according to the established plans.

These include accurately recording daily attendance and absence data, following up cases promptly, applying the absence policy, and take the related educational and administrative measures in accordance with the regulations. These measures aim to instill discipline in schools and ensure students’ regular attendance throughout the school day. Short tests and assessment tools, implemented as part of the approved plan, are considered essential for continuous assessment by the ministry.

Students absent from these tests will not be given the chance to take the tests later. Instead, absences will be handled in line with the regulations of the ministry. This approach is intended to uphold fairness among students, promote diligence and discipline, and guarantee the stability and consistency of the educational process within the educational frameworks.

The ministry commended the efforts of teachers and school administrations in monitoring student attendance and their commitment to maintain the stability of the educational process. It affirmed its full support for the educational field and its commitment to fulfill the pedagogical mission, based on its belief in the vital role of teachers and school administrations in instilling discipline and improving the quality of education.

Based on the responsibility of the ministry to uphold the principles of institutional discipline, it emphasized that the necessary administrative and legal measures will be taken in accordance with the regulations and bylaws, and that any practices violating the regulations governing educational work will be immediately referred for investigation.

These violations include encouraging students to be absent by any member of the teaching or administrative staff. The minister has instructed the educational sector officials to ensure the continuation of field visits by the educational affairs departments in order to monitor attendance at all educational levels in order to strengthen the oversight and accountability system and ensure the smooth operation of the educational process.
