KUWAIT CITY, Oct 18: The Ministry of Awqaf and Islamic Affairs has issued an official circular addressed to all imams and muezzins across the country regarding the installation and supervision of security surveillance cameras in mosques. The directive emphasizes that all surveillance systems within mosques must fall strictly under the supervision and control of the Ministry, and that no other party is authorized to install or operate such systems without prior approval.
According to the circular, the move aims to protect mosques, preserve their facilities and assets, ensure the safety of worshippers, and maintain proper administrative oversight. The Ministry underscored that this measure is part of its efforts to uphold the religious, cultural, and social mission of mosques while providing a secure and comfortable environment for worshippers.
The circular outlines several key points:
- Unauthorized installation prohibited: No individual or entity is permitted to install security surveillance cameras in any mosque without an official notification from the administration to the imam or muezzin verifying the legitimacy of the installation.
- Reporting of donation offers: If any person or organization expresses a desire to donate surveillance cameras for a mosque, the imam or muezzin must immediately notify the administration before any installation takes place.
- Disclosure of existing systems: The Ministry must be informed of any camera systems already installed by donors or third parties without the prior knowledge or authorization of the administration.
- Accountability clause: The circular stresses that both the imam and muezzin will bear legal responsibility if the administration is not informed about the presence of existing or newly installed surveillance systems that were not officially approved.
The Ministry reaffirmed that this directive is part of its broader effort to standardize and regulate mosque operations, ensuring that all security systems function transparently under the Ministry’s oversight and in accordance with established laws and regulations.
