KUWAIT CITY, June 21: The Civil Service Commission (CSC) confirmed that an employee’s fingerprint recorded before 9:01 am will not be accepted if the official work hours begin at 7 am, according to Civil Service Council Resolution No. 6/2024, which added Article 10-bis to Resolution No. 41/2006. This clarification came in an official response from CSC to an inquiry sent by the undersecretary of the Ministry of Education regarding the procedure for verifying attendance of employees who report to work on time but fail to register their presence using the fingerprint system. CSC explained that employees must verify their attendance within the first 60 minutes after the official start of the workday, that is, between 9:01 am and 10:00 am.
Fingerprinting exactly at 9:00 am constitutes a clear violation of the approved regulations. In the same context, CSC indicated that Article 11 of the same resolution assigns responsibility for verifying employees’ punctual attendance to their direct supervisors, with higher-level supervisors overseeing this process. It went on to explain that a direct supervisor may approve an employee’s physical presence if it is proven, provided this is documented in an official report prepared by the relevant institution for this purpose.
The direct supervisor assumes full responsibility if the employee’s presence is incorrectly verified contrary to the data recorded in the report. CSC emphasized the importance of reminding employees to adhere strictly to the specified times for verifying their attendance. It also noted that repeated violations of the fingerprint system without a valid excuse, even if the employee is physically present at the workplace, are considered violations subject to disciplinary action.
