KUWAIT CITY, Apr 16: The Ministry of Commerce and Industry has issued Ministerial Decision No. (32) of 2026 prohibiting cash transactions exceeding KD 10 for companies operating in specific service sectors, as part of efforts to enhance financial transparency and regulate commercial activities.
Under Article One of the decision, establishments in sectors including health institutes, men’s and women’s salons, children’s salons, sports clubs, pest and rodent control services, and businesses involved in the import, export, and storage of public health pesticides are required to limit cash payments to KD 10. Any amount above this threshold must be processed through banking channels or electronic payment systems approved by the Central Bank of Kuwait, in line with its regulatory framework.
Article Two stipulates that violations of the decision will result in strict penalties, including the closure of the establishment and referral to the competent investigative authorities, without prejudice to penalties outlined in existing laws, particularly Decree Law No. (10) of 1979.
The decision also nullifies any provisions in previous regulations that conflict with its terms, as stated in Article Three. It will come into effect from June 4, 2026.
The Ministry said the move aims to strengthen oversight of financial transactions, promote the use of electronic payments, and curb irregular practices across targeted sectors.
