New regulations announced for investment residential buildings and basements in Kuwait
Kuwait Municipality updates regulations for Investment residential buildings and basements.

KUWAIT CITY, Nov 10: The Kuwait Municipality has issued Ministerial Resolution No. (2025/601), amending certain provisions of Ministerial Resolution No. (206) of 2009 concerning the regulation of construction works and its attached schedules, as announced on the Municipality’s official X account.

The resolution sets out requirements and specifications for investment residential buildings inside and outside Kuwait City, with a particular focus on basement (sirdab) construction.

Under the new regulations:

  • Basements may cover the full area of the plot, subject to specific conditions.
  • The first basement may be used wholly or partially for recreational purposes for residents, such as swimming pools, related facilities, and recreational games.
  • The basement cannot be used for commercial purposes or storage.
  • The first basement may also be used as parking space.
  • Additional basements, if constructed, must be used exclusively for parking.
  • Electrical transformers and generator control rooms shall be located in the basement, ground floor, or service floor, in areas designated by the Ministry of Electricity and Water.
  • Basement staircases must meet the requirements and standards of the General Fire Force.
  • It is not permitted to connect the basement to any shop through stairs or other means.
  • If no other floors are available for parking and only one basement exists, it must be used exclusively for parking.
  • Basements may also serve as shelters for building owners or residents, in line with the specifications of the General Directorate of Civil Defense.
