KUWAIT CITY, Dec 14: Municipal Council members Fahd Al-Abduljader, Engineer Ismail Behbehani, and Saud Al-Kandari have submitted a proposal allowing clinics, government schools, and similar public institutions to license basements in private residential areas for multiple uses, including parking, shelters, or other specialized functions that serve the needs of these entities.

The council members explained that growing pressure on public services, coupled with limited land availability and high population density, necessitates a review of current building regulations. The proposed changes aim to enable government institutions to optimize their operational capabilities by making better use of existing spaces.

They emphasized that the proposal would not only enhance the efficiency of state land utilization but also improve the quality of public services, strengthen infrastructure, and elevate service levels in residential neighborhoods—ultimately benefiting both citizens and residents.
