KUWAIT CITY, Nov 18: The Kuwaiti Cabinet convened its weekly meeting on Tuesday morning at Bayan Palace, chaired by His Highness the Prime Minister Sheikh Ahmed Al-Abdullah. Following the session, Deputy Prime Minister and Minister of State for Cabinet Affairs Shereed Al-Maousherji issued a detailed statement outlining the key outcomes.
At the outset, His Highness the Prime Minister briefed the Cabinet on the results of his official talks held a day earlier with the Prime Minister of the Socialist Republic of Vietnam, Pham Minh Chinh, and his accompanying delegation. The discussions covered cooperation between the two countries and ways to strengthen bilateral relations across various sectors.
The Cabinet then heard a report from the First Deputy Prime Minister and Minister of Interior, Sheikh Fahd Al-Yousef, regarding the outcomes of the 42nd Meeting of GCC Interior Ministers. The high-level gathering, hosted in Kuwait last Wednesday and chaired by Sheikh Fahd Al-Yousef, brought together ministers and senior security officials from Gulf Cooperation Council member states.
As part of the government’s ongoing oversight of public funds, Minister of Justice and Chairman of the Public Funds Follow-up Committee, Counselor Nasser Al-Sumait, presented the Committee’s second report for October 2025. The report included data on cases involving misuse or assault on public funds, the government bodies implicated in such cases, their responses, and the measures taken in accordance with Law No. 1 of 1993 on the protection of public funds. The Cabinet tasked all relevant authorities with fully cooperating with the Committee to ensure rigorous monitoring and to achieve concrete progress in recovering misappropriated public assets.
In a significant legislative development, the Cabinet approved a draft decree-law regulating Kuwait’s digital commerce sector. The proposed law aims to modernize the country’s legislative environment by establishing a comprehensive framework that balances economic freedom with regulatory safeguards. It seeks to strengthen Kuwait’s regional and international position as an attractive hub for digital economy investment and technological innovation, supporting long-term sustainable development.
The draft law reflects the state’s commitment to adapting to global digital transformation and the rapid growth of e-commerce. It outlines clear rules governing commercial activities conducted through digital platforms, with the dual objective of encouraging innovation while ensuring consumer protection, transparency, and fairness. Comprising 45 articles across 10 chapters, the law covers regulatory, procedural, supervisory, and punitive aspects related to digital trade. The Cabinet resolved to submit the draft decree-law to His Highness the Emir Sheikh Meshaal Al-Ahmad for formal approval.
Reinforcing its commitment to safeguarding public funds, the Cabinet also instructed relevant government agencies to intensify oversight of subsidized food supplies. It emphasized strict enforcement of laws and ministerial decisions prohibiting the export, resale, or diversion of subsidized goods, ensuring they are provided exclusively to eligible Kuwaiti citizens. The directive mandates enhanced coordination among agencies to prevent smuggling through land, sea, or air borders, and calls for legal action against violators. The Ministry of Commerce and Industry, the General Administration of Customs, the Kuwait Catering Company, and other relevant authorities were instructed to implement these measures without exception.
Additionally, the Cabinet reviewed the report of the Ministerial Committee for Economic Affairs. Key items included updates from the Direct Investment Promotion Authority on the progress of the Al-Abdali Economic Zone project, as well as the Authority’s 10th annual report, which detailed its activities, investments, and strategic developments.
The Cabinet also examined various items listed on its agenda, approving some and referring others to specialized ministerial committees for further study and reporting, to ensure completion of the required procedures.
