Nationality Certificate and Civil ID Required for Child Allowance

KUWAIT CITY, Nov 10: The President of the Civil Service Bureau, Dr. Essam Al-Rabeean, has issued Circular No. 10 of 2025 to all government entities outlining the requirements for requesting the child social allowance for male employees. The circular specifies that a nationality certificate and civil ID card for the newborn must be submitted before the allowance can be processed and disbursed.

The circular states:

With reference to Civil Service Bureau Circular No. 17 of 2024, issued in accordance with Cabinet Resolution No. 1468 adopted at meeting No. 47-2 of 2024 on November 27, 2024—requiring all government agencies to submit a nationality certificate and civil ID for newborns before disbursing the allowance—the following clarification is provided.

The Council of Ministers, during its meeting No. 2025/39-(74) held on July 10, 2025, issued Resolution No. 1342 amending Resolution No. 1468 to read as follows:

  • A circular shall be issued to all government agencies stating that, as a prerequisite for requesting the disbursement of child allowances for male employees, a nationality certificate and civil identification card for the newborn must be submitted prior to the disbursement.

Accordingly, all government ministries, bodies, and public institutions are instructed to comply with and implement the provisions of Cabinet Resolution No. 1342.
