Municipality’s circular details conditions for spring camping

KUWAIT CITY, Nov 1: As part of the awareness campaign titled “The camp is for you and the camp is for your family” recently launched by Kuwait Municipality on the eve of the camping season, the municipality published on its social media accounts a special circular regarding the conditions for holding spring camps scheduled for the period from November 15, 2023 to March 15, 2024.

According to the circular issued by the municipality, the area of each camp for all licenses of companies and bodies ranges from 2,000 to 5,000 square meters. It is not permissible to issue more than one license under the same name. The site is to be chosen from the sites specified by the municipality for camping. The municipality reserves the right to amend, change, update, or cancel a camping site. The camping license is temporary and the municipality may cancel it or modify the location. The area specified for each license for individuals is 1,000 square meters, and the license issuance fee due to the municipality is KD 50 and is not refundable. Also, an insurance amount of KD 100 must be paid, which is returned to the license holder after obtaining a camp cleanliness certificate from the Environment Public Authority (EPA).

The temporary license holder is also obligated to inform the municipality about evacuating the licensed camping site within the period specified in his license. Likewise, the insurance amount on the licensed site may not be transferred to another location. The circular stressed the prohibition of erecting fixed facilities using construction materials or digging holes in the ground in sites licensed for camping. The license holders must also commit not to throw, fill, or burn waste of all kinds in the desert environment, and not hunt or kill any wildlife as well as avoid the practice of grazing within the camping areas.

The circular emphasized the prohibition of destroying or deteriorating the natural environment, harming wildlife, or compromising its aesthetic value. The circular stressed the need for adherence to the requirements of the Kuwait Fire Service Directorate and the Ministry of Interior for prevention and safety purposes, in addition to the obligation to remove the camp. In the event of a violation by the concerned party, the municipality will remove the camp at the expense of the concerned party, and the violator will not be entitled to obtain a camping license within a maximum period of three years. The license will also be canceled in the event of a modification to the site that was chosen for camping.

Meanwhile, after lengthy discussions that extended for nearly two hours, the Municipal Council, in its regular session recently headed by the Deputy Chairman of the Municipal Council Khaled Al-Mutairi, approved the draft ministerial decision about the advertisements regulations, which consists of 27 articles, with the addition of new clauses to some articles of the regulations and the amendment of others. It accepted Kuwait University’s request to approve the amended structural plan for the medical campus project in Sabah Al-Salem University City in Shadadiya, and the request of Touristic Enterprises Company regarding the boundaries of the existing Khairan Park project.

It also accepted the requests of the Ministry of Electricity, Water and Renewable Energy for the allocation of a path for overhead lines in Bneider, for the allocation of a path for overhead lines from the main transfer station in Wafra, which is affiliated with the Gulf Interconnection Grid, all the way to the stations of the residential city of Sabah Al-Ahmad, and the allocation of overhead line routes from both Kazma station and SWD A station to Jaber Bridge station in Subbiya. It also accepted the request of the Public Authority for Roads and Transportation (PART) to allocate a path to divert floods in South Sabahiya. The Municipal Council responded to the question submitted by member Alia Al-Farsi regarding the project to develop the structural plan for Sulaibikhat Bay, after Al-Farsi submitted a number of inquiries.

Challenges
She said the project is important and vital, and has environmental challenges, especially since it consists of six areas with different uses. Al-Farsi said she wondered whether there would be one investor or six investors, and whether or not the project would be launched without environmental approval. The Municipal Council responded by stating that it will provide an explanation during the technical committee meeting on everything related to the project. Meanwhile, the Municipal Council referred to the Capital Committee the request submitted by some members for stopping the establishment of an investment complex for the Kuwait Athletics Union in Kaifan. A member Fahad Al-Abd Al- Jader said, “We, as members, reject the establishment of investment complexes in private housing areas. The same issue in Adailiya had previously been discussed and stopped.”
