Municipal Council declares two seats are vacant

KUWAIT CITY, April 22: During its 17th regular session of the second term yesterday headed by Abdullah Al-Mahri, the Municipal Council(MC) officially announced that the seats of two of its members – Nasser Al- Kafif and Fahid Al-Muwaizri – were vacant in the sixth and ninth districts. The declaration of the vacancies was approved, after letters were sent by the Ministry of Justice and the Ministry of Interior to the Minister of State for Municipal Affairs to confirm the judicial ruling issued regarding Al-Kafif and the registration of member Al-Muwaizri among the candidates for the 2024 National Assembly elections. The announcement of the vacancies also comes by article 13 of municipal law No. 33/2016, which stipulates that, if a member’s seat becomes vacant, the council must announce it in its first session after the seat becomes vacant. This seat must be filled in the manner prescribed for its filling, through elections or appointment, as the case may be. It must happen within 30 days from the date of declaration of vacancy.

Declaration
This declaration will be calculated after the Minister of State for Municipal Affairs approves the minutes of the session in which the two seats were declared vacant. Accordingly, it is expected that the by-elections for the Municipal Council will be held at the end of May. Meanwhile, the council also approved the “Red Palace Village” project to be established on the site of the National Park land in Jahra with a total area of 470 thousand square meters permanently for the municipality. This followed the issuance of the decision to transfer the dependency of the park land from the Public Authority for Agricultural Affairs and Fish Resources to the Kuwait Municipality.

Decision
This is pursuant to a decision issued by the Council of Ministers, after changing the use of the land to a park and a heritage market, specifying the percentage of building surface allowed to be used for developing the project to 15 percent of the total site area, and determining the permitted commercial percentage to 12 percent of the total site area. The Municipal Council also used article 25 four times against the objections of the Minister of State for Municipal Affairs Dr. Noura Al-Mashaan, first to the municipal council’s decision to transfer the use and ownership of some residential plots in blocks 12,66,80,227 of Salmiya into investment housing, and the acquisition of residential plots with an area of less than 500 square meters, with the complete reorganization of the plots and the development of infrastructure services.
Second was the municipality’s decision to approve the Ministry of Finance’s request to reallocate the designated site in Salmiya to the Ministry of Finance with an area of 750 square meters permanently instead of temporarily, and to cancel any previous decisions regarding the site. Third was the Minister of Municipality’s objection to the Municipal Council for not approving the request submitted by the Public Authority for Industry to allocate a site for establishing a station for treating liquid industrial waste in Subhan Industrial Area. And fourth was its objection to the proposal of the Vice President of the Municipal Council Khaled Mufl eh Al- Mutairi that if the previously jointly owned property is transferred to a single owner, the dam will be added to the current property owner for free.
