MPs approve accounts – Nod to foreign agreements

KUWAIT CITY, May 28: The National Assembly approved Monday the 2016/2017 final accounts and 2018/2019 budgets of eight governmental institutions — Public Institution for Social Security (PIFSS), Public Authority for Applied Education and Training (PAAET), Zakat House, Public Authority for Communications and Information Technology, Kuwait Ports Authority (KPA), Public Authority for Housing Welfare (PAHW), Public Authority for Industry (PAI) and Public Authority for Handicapped Affairs (PAHA). Forty-six out of 52 members voted in favor of these final accounts and budgets, while six members voted against.

The Parliament also approved 12 reports of the Foreign Affairs Committee on the agreements, Memorandum of Understanding (MoU) and basic laws between Kuwait, friendly countries, international and regional organizations as follows:

■ Draft law on approving the basic law of the Economic Judiciary Authority for Arab and GCC States.

■ Draft law on the MoU regarding security between Kuwait and Iraq.

■ Draft law on legal and judicial cooperation regarding civil, commercial, personal status and penal articles; and extradition of prisoners between Kuwait and Egypt.

■ Two reports on the agreement between Kuwait and North Atlantic Treaty (NATO) regarding the establishment, mandate and operation of the Regional Center for NATO within the framework of the Istanbul Cooperation Initiative.

■ MoU between Kuwait and the United Nations (UN) regarding the Office of the Secretary-General’s Special Envoy for Youths.

■ Draft law on technical cooperation between Kuwait and Japan.

■ Agreement between Kuwait and Bangladesh on preventing double taxation and tax evasion.

■ Agreement between Kuwait and China on the establishment of China Cultural Center in Kuwait.

■ Two reports about amending the agreement between Kuwait and Turkey on avoiding double taxation, as well as mutual administrative assistance in addressing tax issues.

■ MoU on cyber security between Kuwait, Great Britain and Northern Ireland. Meanwhile, State Minister for National Assembly Affairs Adel Al- Kharaficonfirmed that the government looked into the report of the Budgets and Final Accounts Committee about the 2016/2017 final accounts and 2018/2019 budgets of government institutions.

He said the government institutions will take into consideration the comments of lawmakers on the budgets and final accounts.
