MP queries request sent to CSC to cancel some tenders

Public Works Minister took unilateral decisions: Abdul

By Lukman Badru Arab Times Staff KUWAIT CITY, Aug 12: MP Khalil Abul has forwarded questions to Minister of Public Works and State Minister for Municipality Affairs Hossam Al-Roomi about the request submitted to the Central Tenders Committee (CTC) to cancel some tenders; such as tender number 243 for the development of Abdally Road — from Al- Mutla’a City to the Northern Regional Road intersection and upgrading of the six-kilometer road network surrounding Al-Mutla’a and the Sixth Ring Road to link the area with Sabiyyah by 11 kms.

The lawmaker pointed out the minister took a unilateral decision as he did not consult the concerned technical committee in the ministry. He said the CTC rejected the cancellation request submitted by representatives of the ministry and the Public Authority for Roads and Transportation (PART). He demanded for copies of the tender file and approval obtained from the ministry’s technical committee, PART, Ministry of Finance, Fatwa and Legislation Department, CTC and State Audit Bureau.

He also asked for copies of related correspondences from the ministry to all concerned authorities, list of companies that participated in the tender, data of the company which won the contract. Other documents requested include copies of the ministry’s letter to obtain approval to award the contract, another letter requesting for cancellation of the tender and re-floating it with justifications, and letter from the CTC rejecting the cancellation request.

Abul went on to ask, “Did the request to cancel the project affect the interest of citizens who were allocated houses in Al-Mutla’a? If yes, who will bear the consequences of delayed hand over of houses? Did the minister consider the safety of those using the current road, considering the difficulties and accidents? Were there errors in the procedures from beginning of floating until the awarding of the contract? Did the contractor sign the awarded contract? If yes, please provide details like the date of contract signing between the ministry and the major contractor? Did the contractor submit a bank guarantee? If yes, provide relevant information such as the date of issue and value?”
