KUWAIT CITY, Feb 22: The Ministry of Social Affairs is preparing to submit a memorandum to the Cabinet listing six NGOs for approval of their dissolution. The decisions were issued after the associations’ founders cited their inability to manage operations due to violations of registration regulations, lack of community benefit, and failure to achieve the objectives for which they were established. According to informed sources, two of these associations will be dissolved at the request of their founders, while the remaining four will be dissolved due to regulatory violations.
All six associations had exhausted the successive warnings issued by the ministry, receiving four warnings each at two-week intervals, without responding or taking action to correct the violations. Under the law, associations that remain inactive in the community are considered in violation of Article 27 of Law 24/1962, which governs clubs and public benefit associations.
This applies to associations that have failed for years to carry out activities, provide real services to the community, submit estimated budgets or financial reports to the ministry, or whose bank accounts have been inactive for extended periods. Regarding the funds in these associations’ accounts, the sources indicated that after liquidation, the funds will revert to the ministry, which will then determine the appropriate entity for their transfer, in accordance with Article 25 of the model bylaws. They confirmed that the ministry continues its auditing process for all registered civil and charitable associations, aiming to identify those that are inactive or fail to comply with regulations, controls, and requirements.
