MoI, MoCI plan to issue new licenses

KUWAIT CITY, Nov 10: The ministries of Interior and Commerce and Industry are reviewing the decision to stop issuing licenses to delivering consumer orders and logistics services, and to resume work on issuing new licenses, reports Al- Qabas daily. Note that the issuance of licenses for the delivery of consumer orders has been suspended for 4 years, by the Ministry of Interior, as it is the body responsible for the final approval of the issuance of this type of commercial license, Informed sources told Al-Qabas several meetings held during the past few weeks that included representatives of the Ministry of Interior and Commerce to review stopping of issuance of commercial licenses to deliver consumer orders again.

The sources pointed out that there are two points of view in this regard the first supports the return of issuing licenses with strict controls, provided that it is limited to those registered under “Chapter Five” at the Public Institute for Social Security and other specific categories.

The second view stresses the need to continue with the decision to stop issuing licenses for the delivery of consumer orders, given that the delivery market is saturated with companies on the one hand, and on the other hand, new delivery licenses may cause an increase in the number of cars on the streets, which exacerbates the traffic crisis.

The use of delivery licenses deepen the wounds of “demographics”, given that delivery licenses can obtain more than 100 residence permits per permit, and may be used in the residence trade. The sources confirmed that the Ministry of Commerce represented in the companies and commercial licenses sector does not refuse to receive any request to establish a new company to deliver consumer requests in principle, but completing the procedures for establishing this type of licenses needs the approval of the Ministry of the Interior, and thus the ball is in the court of the Interior Ministry in terms of refusal or acceptance.

The sources stressed that there is no commercial license suspended at all with the Ministry of Commerce, and the suspended licenses are due to a request from the relevant authorities for the final approval of its issuance, such as the Ministry of Interior, Health, Customs or Environment, and other relevant authorities, and each party has its reasons. Sources said such issues are supported by laws and ministerial decisions, pointing out that the Ministry of Commerce has no say over these authorities to force them to lift the ban on these licenses. In a related matter, a number of owners of consumer delivery companies issued a statement, which Al-Qabas received a copy of, saying the delivery companies play an important role in increasing sales of restaurants, delivery platforms and e-commerce platforms. It also contributes to the employment of Kuwaiti workers and reduce the financial burden on the state treasury who would otherwise look for jobs in the government sector.

“We do not forget the important role played by the Ministry of Interior in regulating the work in this activities because the delivery companies and the loss of the initiators of delivery companies, restaurants, electronic stores and sales platforms, which is reducing the number of vehicles for delivery companies, which results in a reduction in employment (delivery drivers) in light of the growth in demand for delivery services, which makes companies resort to irregular employment because of their urgent need for drivers to deliver their products to their customers, and accordingly the violating worker ensured the work through the companies’ need for delivery drivers.
