KUWAIT CITY, Dec 3: The Deputy Prime Minister and Minister of Interior has issued Ministerial Decision No. 1067 of 2020, amending articles (109 and 119) of the executive regulations of the Traffic Law and its amendments to allow Kuwaitis teach driving according to the established rules and regulations, reports Al-Anba daily.

The decision came within the security establishment’s keenness to control traffic for the safety of road users. The decision stipulates the following: The text of Article No. 109 of Ministerial Resolution No. 81/76 referred to shall be replaced by the following text: Article No. 109:

The applicant for obtaining a permit to teach driving a motor vehicle (teacher or technical trainer) for companies or institutions must meet the following: He must hold a general driving license (A); the teacher must have obtained a diploma -- at least -- and has sufficient knowledge and ability to explain the traffic law decree, its rules, etiquette, its executive regulations and all the decisions implementing it; and has obtained a private driving license more than two years ago, followed by another general driving license (a) that was issued not less than a year ago.

Moreover, the teacher must be fluent in both Arabic and English written and spoken. As for the technical trainer, it is sufficient for him to master these languages in conversation only provided he has a good reputation and has not been previously convicted of a felony or a crime involving dishonor or dishonesty, and must not have committed dangerous traffic accidents or was not caught driving under the influence of intoxicants, drugs or psychotropic substances.

A Kuwaiti may be granted a permit to practice driving a motorized vehicle according to the following conditions -- the permit applicant must be Kuwaiti and have obtained a public driving license (A); he must be of good behavior and have not been previously convicted of a felony or a crime involving dishonor or dishonesty, and must not have committed dangerous traffic accidents or was not caught driving under the influence of intoxicants, drugs or psychotropic substances.

He must have at least an intermediate certificate or its equivalent, provided that it is approved by the concerned authorities; must be available full-time for this profession; be well-conversant in English and must submit himself to a medical examination every year to verify his health fitness.

This permit is renewed annually. The Director-General of the General Traffic Department may withdraw the permit in case of violation of the conditions for granting it. It is not permissible for the technical trainer or teacher to work in more than one company or institution that practices the same activity.

The company or institution must provide the trainee, after the end of his training period, a certificate stating that the training has ended and is ready for the driving test conducted by the competent authority at the General Traffic Department.

The education vehicles may not be used for other than their intended purpose. The car must be fully insured. Preparing and installing a device for tracking education vehicles in companies and institutions under the supervision of the Directorate- General of the Traffic Department is also required.
