Kuwait Health Ministry adds electronic leave to smart fingerprint system.
KUWAIT CITY, Aug 13: Minister of Health Dr. Ahmad Al- Awadhi issued a ministerial decree on establishing two units for stem cell transplantation, gene therapy, cell therapy and advanced treatments within the Department of Hematology, Oncology and Pediatric Stem Cell Transplantation at the National Bank of Kuwait Specialized Children’s Hospital. The decree stipulates that the two units will operate with organizational and medical independence, ensuring parity in their organizational structure and equal access to shared human, technical and administrative resources.
Each unit will provide a comprehensive range of therapeutic services, utilizing the qualifications and professional certifications of its medical staff. These services include hematopoietic stem cell transplantation (HSCT), gene therapy, cell therapy and advanced treatments, in addition to the management of pediatric blood disorders, blood cancers, and tumors within the scope of their respective specializations and professional qualifications.
The decree emphasizes that no treatment will be exclusive to one unit, thereby, promoting equitable service delivery and ensuring the optimal utilization of available expertise and competencies. It also establishes a clear framework for continuity of care and medical responsibility, ensuring that patients continue to be monitored by the unit that initiated their treatment. Each unit will maintain its own outpatient clinics, while the on-call unit will be responsible for receiving and evaluating new cases during its shift and providing follow up care according to the procedures.
Two consultants will be assigned to each unit as permanent members, while primary and secondary registrars will rotate monthly, based on operational requirements. The decree allows the sharing of expertise whenever clinical or operational needs arise. The decree stipulates the equal allocation of beds in the stem cell transplant, gene therapy, cell therapy, and advanced treatment wards between the two units. It allows the flexible use of these resources whenever clinical or operational needs arise, as per the clearly defined guidelines that ensure the continuity of services. It mandates the holding of joint periodic meetings at least once a month to review clinical outcomes and enhance performance, in addition to meetings every two weeks to discuss complex cases.
The Ministry of Health pointed out that cooperation between the two units will extend to academic, research and training activities, as well as balanced participation in relevant treatment and specialized committees. The ministry explained that the decree is in line with its commitment to develop a more integrated and sustainable system for advanced pediatric treatments, while strengthening the capacity to benefit from national expertise and modern treatment technologies.
