KUWAIT CITY, Jan 22: Minister of Commerce and Industry Khalifa Abdullah Al- Ajeel issued a ministerial decree on forming the Permanent Committee for Mobile Vehicles, chaired by the undersecretary of the ministry, with representatives of the concerned authorities as members. This step aims to regulate mobile vehicles, and ensure compliance with legal and technical requirements.
The newspaper obtained a copy of the decree, stipulating that the committee consists of representatives from the Commercial Control Department, Kuwait Business Center, Public Authority for Food and Nutrition, Kuwait Municipality and Ministry of Interior, while Tahani Abdullah Al-Humaidi shall serve as rapporteur. According to the decree, the tasks of the committee are as follows:
- Review applications for mobile vehicle licenses and ensure they meet all the requirements and conditions stipulated in the relevant laws and regulations,
- Review and approve the technical specifications for mobile vehicles in accordance with the regulations issued by the Ministry of Interior,
- Identify and approve locations for mobile vehicle operations, in coordination with the relevant authorities,
- Revoke any licensed location provided the reason is valid and a suitable alternative location is offered,
- Monitor the mobile vehicles’ compliance with their licensed activities and licensing requirements,
- Propose the revocation of mobile vehicle licenses in the cases stipulated in Ministerial Resolution No. 426/2019,
- Ensure regulation of the market, and achieve balance between regulation and support for small businesses.
The decree states that the committee shall convene at the invitation of its chairperson. A meeting is valid with the presence of majority of members, provided the chairperson or his deputy is present.
Decisions are made through majority vote, with the chairperson’s vote prevailing in case of a tie. It also authorizes the committee to request any necessary data or documents from within or outside the ministry, obligating all relevant entities to fully cooperate.
The committee has the right to consult experts, although these experts have no voting rights. It added the committee should begin its work from the date of the issuance of the decree for a period of one year, which is renewable with the approval of the concerned minister. The committee should submit a monthly report to the minister, including the results of its work and its recommendations.
