KUWAIT CITY, Oct 14: The Kuwait Municipality approved the proposal of the Municipal Council member Munira Al-Amir for establishing a mechanism to resolve disputes between contracting and construction companies and between citizens as well as within the municipality. The decision issued by the municipality regarding the proposal included:
Forming a committee for this purpose, headed by the deputy director general for Survey Sector Affairs, with members constituting of safety license observers in Ahmadi Municipality and Farwaniya Municipality, Noha Al-Majed, and Ahsan Al-Saffar from the Legal Department, and the Head of the Department of Deformities and Temporary Offices in the Urban Planning and Structural Planning Sector as a rapporteur.
Commenting on the adoption of her proposal, Munira Al-Amir said, “The adoption of my proposal for resolving disputes is a positive step that supports reducing the number of dispute cases between companies operating in the field of construction and contracting on one hand, and between citizens and owners of construction projects, on the other.”
She highlighted the importance of the construction sector, as it is one of the main engines of the economy in any country, the need to hasten in resolving problems that may arise within it and among its concerned parties, necessarily means speeding up the completion and implementation of projects, as well as increasing the number of projects that are being worked on at the same time, and this is a necessary objective. Al-Amir explained that the committee, which the municipality issued a decision to form, will, in its first session, establish mechanisms for the procedures that must be followed in the event of a dispute between citizens and contracting and construction companies, and make recommendations to resolve such disputes.
This committee also has the right to seek the assistance of whomever it deems appropriate among the specialists and those with experience, when necessary, in order to provide realistic and appropriate solutions to the parties involved in the dispute. The issuance of this decision is a positive factor that indicates the municipality’s desire for the necessary intervention through its tools, to help in this important and necessary area. The evidence for this is the activation of this decision from the date of its issuance until the end of the fiscal year on March 31 when the step will be evaluated and worked to develop in the future.
