‘Lockdown’ plan in new wave COVID; shut WHO office

KUWAIT CITY, Aug 31: MP Fayez Al- Jomhour has submitted a proposal to continue the payment of rent allowance and suspend the collection of housing loan installments for the beneficiaries of Mutla’a housing project, considering the public facilities and infrastructure works in the area have yet to be completed. He point out it is too difficult to reside in the area under such circumstances; hence, the beneficiaries have no recourse but to stay in rented houses until completion of public facilities and infrastructure works.

MP Fares Al-Otaibi has proposed the establishment of a shareholding company for storing imported commodities. His proposal stipulates dividing the shares of the company as follows: 50 percent for the government and 50 percent for public subscription. He said the warehouses will be located in the northern, central and southern parts of the country with a minimum area of 500,000 square meters. He also recommended that citizens should constitute 80 percent of the company’s workforce; indicating his proposal is aimed at supporting the owners of small and medium enterprises (SMEs), controlling prices and combating monopoly.

On the other hand, MP Adel Al-Damkhi forwarded queries to Minister of Electricity, Water and Renewable Energy and acting Minister of Education Jassem Al-Ostad about the shortage of veterinarians in the country in general, and particularly at the Public Authority for Agriculture Affairs and Fish Resources (PAAAFR). He asked who took the decision to refer Kuwaiti veterinarians for retirement and replace them with expatriates. He asserted this is a violation of Decision No. 11/2017 on the Kuwaitization of jobs and Law No. 103/2013, which stipulates 75 years old as the retirement age for doctors. He wants to know the rationale behind referring Kuwaiti veterinarians for retirement, list of expatriate veterinarians at PAAAFR, list of Kuwaiti veterinaries appointed in PAAAFR in the last five years, number of veterinarians that the authority needs in the next five years, list of committees at the Animal Department in PAAAFR including the members’ qualifications and nationalities, and reasons for rejecting Kuwaiti veterinarians with masteral and doctorate degrees as members of the Medical License Committee; being content with an expatriate veterinarian and a veterinary observer who holds a certificate for completing a two-year training course.

He wants to know the reasons for closing Kuwait Zoo since 2019 till date. He requested for a detailed report on the budget allocated for the zoo including salaries, organization of conferences, food and healthcare, list of veterinarians assigned in the zoo including their nationalities, and list of animals that died in the last five years including the cause of death. He inquired why the import of marine birds is allowed even if they are considered the most dangerous in terms of carrying viruses without showing symptoms; thereby, infecting other birds.

In another development, MP Shuaib Al-Muwaizri has reiterated his call for closing the World Health Organization (WHO) office in the country. He claimed there is a plan to implement certain regulations like partial lockdown, because of the new wave of COVID-19. He said the major plan is to reduce the global population to one billion, and then instigate disputes between the peoples and governments. He alleged some organizations are setting fire to farms to kill as many animals as possible in order to force the people to buy manufactured and industrialized foods. He added there have been attempts to control the people and invade their privacy by imposing the use of electronic identification cards and electronic banking. MP Fayez Al-Jomhour forwarded queries to Minister of Justice and State Minister for Housing Affairs Faleh Eid Al- Raqabah about the Information spread through various media platforms on referring Minister of Commerce and Industry and State Minister for Youth Affairs Muhammad Othman Al- Aiban to the Public Prosecution due to accusations of illegal acquisitions and financial violations estimated at millions of Kuwaiti dinars for the company where he served as Board of Directors chairman prior to his ministerial appointment. He asked if Al-Eiban has been investigated, if the prosecution informed the Council of Ministers about that issue, and if the prosecution officially requested for lifting the immunity of Al-Eiban in order to refer him for investigation. Lastly, National Assembly Speaker Ahmad Al-Sa’adoun sent a cable to Speaker of Parliament in Kyrgyzstan (Supreme Council) Nurlanbek Shakiev to greet him on the National Day of his country.
