Kuwait's prosecution forms special task force to combat human trafficking, migrant smuggling
The Public Prosecution launches a specialized unit aimed at enhancing investigations and protections related to human trafficking and migrant smuggling.

KUWAIT CITY, Nov 30: Kuwait’s Public Prosecution has established a specialized task force to intensify efforts against human trafficking and migrant smuggling as part of the country’s national strategy to tackle these crimes, Attorney General Counselor Saad Al-Safaran announced on Sunday.

In a statement, the Public Prosecution said the new unit aims to strengthen Kuwait’s compliance with international and regional standards, enhance victim protection, and improve investigation and prosecution mechanisms for what it described as complex and evolving crimes.

The task force includes Assistant Director of the Capital Governorate Prosecution for Combating Human Trafficking and Migrant Smuggling and the Financial Markets Prosecution, Musaed Al-Shammari; Fahad Al-Mutairi of the Technical Office; Barak Kankouni of the International Cooperation and Human Rights Prosecution; Mubarak Boudi of the Complaints and Reports Examination Office; Abdullah Al-Mutairi of the Public Funds Prosecution for Combating Money Laundering and Terrorist Financing; and Abdullah Al-Shanfa of the Capital Governorate Prosecution for Combating Human Trafficking and Migrant Smuggling.

The Public Prosecution noted that, under Law No. (91) of 2013, the team’s mandate includes activating the national referral system for victims, creating unified procedures for identifying and protecting potential victims, improving investigative practices and evidence-gathering, and issuing technical guidelines for prosecutors and judicial authorities regarding crime indicators.

The unit will also develop standardized forms for documenting cases involving human trafficking victims, review ongoing and new cases, identify procedural challenges, and submit recommendations. It will establish a comprehensive national database and issue periodic analytical reports to the Attorney General.

According to the statement, the task force will coordinate internationally to address observations in related UN and regional reports, prepare required responses, and design specialized training programs for prosecutors and judicial authorities in cooperation with the Kuwait Institute for Judicial and Legal Studies.

The Public Prosecution affirmed that forming this team reflects its commitment to strengthening the rule of law, expanding victim protection mechanisms, and ensuring national procedures remain aligned with Kuwait’s international obligations amid the evolving nature of trafficking and smuggling crimes.
