Kuwait's postal sector suffers setback as CAPT nod cancels ‘tender

KUWAIT CITY, July 19: In its meeting last Wednesday, the Board of Directors of the Central Agency for Public Tenders (CAPT) approved the request of the Ministry of Communications to cancel the tender for conducting consultancy studies on the Kuwait Post Company project. The reasons behind the cancellation request are stated in the letter of the ministry, in accordance with Clause Three of Article 55 of Law No. 49/2016, which states “the tender may be canceled if all the submitted bids do not fully conform to the conditions stipulated in the documents.”

According to the report of the Kuwait Authority for Partnership Projects (KAPP), the tender includes the design, financing, construction, management, operation, maintenance and development of the postal sector in Kuwait. Through this project, the ministry will develop the postal sector and reduce the losses incurred by operating this sector due to digital transformation. The main objective of the project is to comply with standards set by the Universal Postal Union (UPU), such as the commitment to continue providing postal services as per the international standards. Other objectives are upgrading the postal service centers for the benefit of the public and to maximize the provision of main services and sub-services, improve the quality of services offered to the community, reduce operating costs, and gradually increase revenues.
